Has anyone had any luck doing this? I've gone through settings and tried looking through finder, and I just can't figure out where to hook these in.
 
I can't try it because I don't have Mojave. But maybe have a look at the last few minutes of the 'What's new in Cocoa for macOS' video in which the presenter talks about building action bundles:

I didn't have it setup as a contextual workflow so it wasn't going to the correct area. Now it shows.
