Ok, so I'm putting a hard drive in the optibay. My SSD is already partitioned with OS X and Windows 7. My question is, if I create an NTFS partition on the second drive, will the Windows side be able to see and utilize it, or will I have to repartition everything and reinstall Windows?

It'll work fine, as it's how mine is set up. I have OSX and Windows on two partitions on the SSD, and then I have an HFS+ and an NTFS partition on the HDD. To do it though, I had to format the partition as FAT in OSX, then re-format it as NTFS in Windows since OSX doesn't support NTFS natively.

You can also format it as exFat so you can read and write from both windows and os x which is what I did with my optibay.
