Adding wallpaper separately from the other pictures?

I was wondering if I can add wallpapers to a separate folder from the other pictures. On the iPhone I could create a wallpaper album, but how do I make something similar on the iPad?

I have an album for wallpapers in iPhoto on my macbook that I sync to my iPad.

Go to Photos app, hit Edit, New Album. Or you can create a folder on your PC and sync via iTunes. That's what I did.

Open photos...edit....New Album...then name it

make sure you are on the albums tab. Then click edit and on the left top says new album.
