iOS Adult signs up for Developer Account, but publish under minors name

Can an adult own a developer account but allow a minor to publish under their own name through that account?
 
The underlying issues are legal. Posting apps requires agreeing to licenses (legal documents). Unless there's some special provisions for it, there could end up being an issue. Minors can't directly enter into a contract. Check the App Store rules carefully.

Of course, it would be more the adult on behalf of the minor. The adult still remains responsible
