Again, can't move my dock icons???

I deleted the files in my library that everyone says in all the threads on the web on this subject. It worked after. I restarted and it continued to work. Now 20 min later the dock is broke again. What to do now?

I ran disk utility and repaired permissions. That seemed to fix it.
