A family member needs 2tb storage.

Use will be mostly documentation using Office, created by referencing high volumes of photos and documents on the machine. Some really light use of Photo's, iMovie.

Will the i3 / 8gb struggle with accessing the storage?

You’re really going to want 16GB of RAM - 8 just doesn’t cut it anymore, especially if you’re processing 2TB of photos.
 
8 GB will work but for that workload I agree 16GB will get the job done faster....for the price you are paying for the 2 tb you might as well as the extra ram. Or maybe get some external storage and spread ur budget to improving the processor and memory....just a thought...good luck
