I am not entirely sure what you are asking with this statement. You can change IP addresses freely but the AirPort does not support cloning a MAC address to mimic another device.

You can configure the settings within the router to set the IP addresses for your private network (behind the router). But to change the IP address that is used to go outside your private network and connect to the internet, you would need to contact your Internet Service Provider. That address is assigned TO you BY them.
No i am trying to change the one that goes out to the internet, comcast doesnt really want to change it. I know with other routers you can clone mac address and it will change the ip address.

If it is dynamic then it will be changed periodically by Comcast or at your request. Changing a router address will do nothing. Changing the modem MAC address may change the IP but likely will disassociate your modem from the network.
