Airplay Mirroring not working on 4s with iOS6

I'm trying to get my 4s to use Airplay mirroring on my Apple TV (3rd gen). But when I go to the Airplay menu on the multitasking bar, there is no toggle to turn mirroring on (see picture). I can use Airplay for music and photos just fine. I just can't get mirroring to work.

I'd appreciate any ideas on how to get this to work, thanks.
