No. Airplay can stream ffrom iPad to supported devices, but not the other way around. http://support.apple.com/kb/HT4437

AirPlay can't; Airvideo - an app from the app store - can. It's fantastic, you can play AVI videos, from you mac, to your iPad. You can also, convert them and copy them, over teh network, to you device, for off-line viewing.
