I had forgotten about this one, but when you double click the crown it takes you to the last app you used, which in my case is basically always apple music. A very quick way to adjust things if needed.
 
you have to have that as the setting in raise to wake or tap to wake. last app used and I think there is a timer too.
 
I don't think it needs another setting, I believe it's core functionality that double clicking the crown takes you to the last app. It worked for me this morning after charging the watch all night. Double clicked the crown and now playing came up. I do have now playing on the dock too, so this may help it stay in memory better - not sure.

Indeed, I was thinking about the raise to wake last setting, which one has to select what to do, and time frame to do it.

as you've said, double click crown always bring up the last used app - which is different than the active app but as least predictable.
