Hi! Are these two even remotely compatible? I’m thinking about getting a cheap 4s just for using as a music player due to it being the most compact iPhone ever.
 
No, you need iOS 10/11/12 at least to use the AirPods. The last iOS for the 4s was iOS 9.3.5.

You can get a 5, 5c, 5s or SE if you want that form factor.

The AirPods need iOS 10 or later to work and the last iOS version supported on the iPhone 4s is iOS 9.3.5

The AirPods work with Android as a regular bluetooth headset, so I think it should work with the iPhone 4s just like a regular bluetooth headset (without the auto pairing stuff).

That’s what I was driving at as well.

They work with my Android tablet and my 10 year old Mac running Mavericks.

I checked Mac compatibility and they don’t officially support anything older than Sierra. Android is also not officially supported.

All you should lose is the extra features like auto pairing and the tap functions.
