AirPods: Could two people listen to one source?

Scenario: Two people on an airplane together. They both have their own set of AirPods. Could they both watch a movie on one iPad/iPhone/MacBook?

Don't the Airplay settings on the device have to route audio to one output?

Haven't tried it but on my iTunes (latest update) there are "+" button after every AirPlay sources, making an impression I can route audio to more than one device.

I'm guessing most if not all reviewers only got one pair of AirPods from Apple.
