Ok, after some tests I found that the best way to have nearly 100% of success is sliding the finger to the border. When it works it gives also an haptic feedback.
You sir just hit it right on the head! I've been sliding as per Apple's instructions but trying it out this way is working 100%! Weird, eh?

I was having a very low percentage of success with the volume swipe. Using the flat area. Using the edge of the flat area. Fast. Slow.

Then I figured out the issue and now have 100% success.

You have to complete the swipe all the way up or down beyond the flat section.

Stopping the swipe midway will result in no volume change.
 
Just got mine, and I'm really struggling with the volume thing too. I get the haptic tic on the right pod sliding all the way down, but not on the left one. Sometimes it works, sometimes it doesn't. I've come from the PowerBeats Pro, which have a small physical switch that makes adjusting volume far easier.

The APP 2 are so much easier to adjust volume etc than the Bose QC earbuds 2
 
Are you sliding along the whole flat section & giving it time to respond before trying again?
I know this is late to this part, but wanted to thank you! I hadn't seen your reply until after I called Support, who were very helpful. Nowhere else in my search for answers did anyone say you swipe up or down ON THE FLAT surface! It is a little awkward to get to that side of the stem, but simple once you know where it is.

I just received APP2. Everything works fine except the volume adjustment. It doesn’t work. Sometimes it catches the finger going up/down but the most of times anything happens.

Suggestions?
Agreed. Most things on the APP2 work pretty well, but the volume adjustment sucks, for me. Fortunately, I wear an Apple Watch so I adjust the volume with that.

Yeah, the haptic feedback was key for me from going failure> success.

There is no haptic feedback mechanism in the AirPods. It's just a sound.
it feels like a little ‘shock’ when, upon changing/trying to change the volume, my fingertip touches past the nubby(?) bit at the end of the stem post.

Now I feel like I’m hallucinating 😝
