Airpods won't connect to iphone

just opened them and can't connect them to my iPhone 7 plus. Running 10.2 and Bluetooth is on and iCloud signed in. Another iPhone wouldn't pick them up either- I'm wondering if I'm doing something wrong?

Yeah I've checked out all the other support articles and how to pair and everything including the apple website's article. thank you though!

Did you try contacting Apple? And I'm assuming you fully charged the Airpods when you received them.
