Maybe I'm doing something wrong...

I'm using the modular face and have the alarm picked as one of my complications. When I set an alarm on my phone, though, my watch still shows 0 alarms set - "off." Are these two apps seen as separate?

I'd like them to be synced, and I can't figure out if this is a design decision or if I'm missing something.

Appears to be design. Nothing clock other than time is the same.
Start a timer or stopwatch and it's the same, no connection. One reason for this is the watch will do time, timer, alarms, etc independent of the phone. Not connected and not dependent.
 
Alarms don't sync. But if your phone goes off your wrist will also notify you, where you can snooze or dismiss.

Alternatively if you set an alarm on the wrist it won't go off on the phone. I actually prefer this behavior, though it would be nice if they had a mirror option.
