So guys I have recently upgraded my icloud store to 200GB which is probably max I want to pay a month for storage.

I used to sync photos from my mac to my iphone now I am trying to do it all through the photos app .. so what I did was added albums to the photos apps and threw all my pictures in there.. select icloud photo library and once it is uploaded those albums should show up on my iphone as well right?
 
Correct but no need to use albums unless you want to. If you have turned on iCloud Photo Library on your mac and your phone, photos will sync whether in albums or not.

If you are using iCloud Photos I recommend turning off Photostream as it can cause duplicates and is not necessary to sync between Mac and iPhone.
