Alert Volume Zero's Itself in v10.6

For some unaccountable reason my Alert Volume insists on resetting itself to zero on the scale. Has anyone else got this problem? Is there a workaround?

When I upgraded, my computer would mute on every reboot. Nobody here seemed to have any answers so I did a clean install. Everything is fine now, and the computer is much peppier.
