1. Yes, I do have a late 2020 intel MBP, with T2 chip.
2. I did what I said: backup and reinstall. But I did a reinstall as new and pulled data back manually, IIRC.

The issue never occurred again.

I don't know if that could be useful, but in my case, I found that renaming the APFS partition for data before the update has solved the problem that might be caused by non standard letters.
On my French MacOS system, the partition was automatically created at first installation of the Mac as "... - Données" with an accent instead of "... - Data".
Each Tahoe update was moving all non Apple applications files to a new folder ! Really terrible.
I don't remember where but I found another Mac user post explaining that non standard letters in the partition name were causing this problem. So it tried to rename the partition "... - Données as "... - Donnees" with Disk Utility and it was a solution for my configuration. Tested successfully with the latest updates 26.2, 26.2.1 and 26.3 today.
No official explanation of course...

I confirm: removing the accent in the disk name solved the problem. During the last update (26.2) what a hassle... everything to reinstall. Updated to 26.3 today, and everything was executed perfectly. Thanks for this tip, Tupilaq. Hours of less hassle...

Je confirme : supprimer l'accent dans le nom du disque a résolu le problème. Lors de la dernière mise à jour (26.2) quelle galère.. tout à réinstaller. Mis à jour en 26.3 aujourd'hui, et tout a été parfaitement exécuté. Merci pour cette astuce, Tupilaq. Des heures de galère en moins..
 
Very interesting point! I'm a French speaker as well, with my computer set in French. Since I wiped and reinstalled MacOS, the partition for the data got renamed automatically to: "Macintosh HD – Data". It's possible that part of the issue came from here! Still, so silly from Apple to leave this aside.
But I will say that with smaller updates (26.2/26.3) I still had minor problems loss of preferences: first time loosing all my printers; second time some software asking permission again…
