I'm asking this question on behalf of my pops.... He bought an iPad Pro about 4-6 months ago. He was having major issues with his Air 1 and knew the 10.5 would be out this year but couldn't wait due to the Air 1 tanking on him.

With that said, he was highly impressed with the iOS 11 features for iPad (Drag and Drop, multitasking, etc). It is my understanding that he should have access to all of the iOS 11 features they demo'd on stage on his original Pro, correct? I believe the only possible handicaps are for non-pro owners when it comes to multi-tasking; right?

    Any confirmation would be appreciated!

    Thanks!

Yep. Iirc, the primary limitation is with split screen.

On devices with 4GB RAM, you could do 2 apps side by side + 1 floating (so 3 active apps). On devices with just 2GB RAM, you can only have 2 active apps. Given the screen size, 3 active apps is probably gonna be too cramped on the 9.7" iPads anyway.
