All new MBPs have Penryn cpus?

Do all the new MBPs, even the base model, have the new Penryn cpus? Also, what is the big deal about 3 mb of l2 cache that some are posting about? Is there a huge performance hit or something compared to 6 mb of l2 cache? Thanks.
