Hi there,

We have about 140 users set up as standard users on their macs. They currently need an admin, like me - to update their apps. Skype, Join.me, Silverlight etc.

Is there a terminal command that removes that restriction, without giving them full admin rights?

No, its baked into the OS, and removing it represents a security risk. If you have a large number of Macs to update/maintain, have you looked at Apple's Remote Desktop This will allow you to push updates to each machine.
