If you want a local backup just use iTunes.

If you want to sync software (like Pages, Notes and Reminders) dynamically then you must use iCloud. Even if Apple did offer and an alternate way the info MUST pass through the cloud (somebody's servers) to go from one iDevice to another (or your Mac).
