Having a refund policy wouldn't make any difference, I would still be forced to accepted the return by eBay anyway.

Not True. eBay's policy is that if he opened up the computer, he CAN'T get a refund.
I know this because I had a person try to scam me on eBay, and eBay took my side
and I didn't have to refund them anything.

I guess it doesn't matter now, but you should know that for the future..

Sounds like a classic case of buyers remorse. He won this one. Unfortunately.

More likely this is the case and not a "scam".... I would guess more he didn't know what he was buying or found a better deal and wanted to return the Powerbook.

Edit: Okay this is still technically a Scam, but this makes more sense than him pulling one motherboard and putting in another (especially in a laptop!).
