my computer capacity is 300GB but it is using 210GB
my external hard drive capacity is 500GB but it shows the capacity is 465 GB and used 456GB

Does time machine back everything up twice?
Why is it using so much external hard drive memory?
it keeps telling me that time machine is full and it will start deleting older back ups. Should i delete older backups if i don't need them

Nope, you're using it right. Time Machine makes hourly backups, so every hour new info is copied to the backup disk. After a while, the backup disk fills up. Just tell it "OK" and let it do it's stuff, you're using it right.
