I think many people here bring complex theories about RAM only to justify the ridicolous tiny amount Apple still put in their machines. That said, the upgrade from 4 to 8GB is not so expensive, go with it. For no other reason that if you don't get more GB now you will never get it, you can't add RAM to a MacBook Air after the purchase.

4gb to 8gb is expensive, because the base models can be had for cheap from retailers.

Where I live the super cheap offers are only on the base models.
A rmbp with 4gigs is about 300,- cheaper than with 8gigs.
A lot for an upgrade you might not need.
 
You probably don't need more than 4GB of RAM unless you are running that piece of crap Aperture. LOL. But seriously, Mavericks has amazing RAM management and compression and my systems have improved their RAM usage considerably.

Yes. My MBA has only 4 GBs of RAM and is handling OS 10.9.2 just fine. My BIG mistake was getting only 64GB of storage. At the time I bought the machine I thought that would be enough for use on the road only. I also bought a 500GB external Hybrid Drive. BIG mistake on my part. Having to attach the external drive anytime I really wanted to do anything was a really silly idea. I just received my Transcend 480GB SSD JetDrive Kit yesterday and installed it. Works great, and no more external drive, except for backups.

Moral - Don't skimp on storage. However, for normal everyday tasks, not heavy duty stuff you will do on your Mac Pro, 4GBs of RAM is plenty.

I would like to get the Air off Amazon (no sales tax) but what is up with only 4GB of RAM? Why doesn't Apple send configuration options to third party vendors? Can 4GB even handle OS X?

Unless you have a coupon or some other reason to stick with Amazon; there are other outlets which ship Macbook Air's tax free. Macmall.com has 8GB MacBook Air's available; and they don't charge sales tax in my state.
