Do what Mlrollin91 suggested. I've had a 50% success rate doing that (2 tries, 1 solution, 1 useless response).
I was trying to order a Kindle Oasis and got the "cannot ship to your address" message, which was ridiculous (I've had 3 or 4 Kindles shipped here). None of the online chat people could or would help in any way at all. So I did the email to Jeff Bezos thing and actually got to a guy who apologized, and fixed the problem (somehow that Kindle model had been flagged for "cannot ship internationally" and Hawai'i had been flagged as "international"). The latter problem was ridiculous, because I've had hundreds of items shipped from Amazon here.
For the other problem (another "cannot ship" issue, the guy answering the Bezos emails just spouted the same bullcrap that the lower levels had been spouting, so I let it drop. I didn't really need the item.
Anyway, try getting to the top. The bottom Amazon ranks are just entirely useless, and spending time with them is a waste.
I used "jeff@amazon.com."
