Is it really not possible to run above Monterey with a Navi 21 card such as this one?
Correct. After Monterey NAVI GPUs require AVX2.

Thanks for the confirmation. This doesn’t make sense to me. Nothing has changed with the GPU, why would its requirements change with a different OS? Not saying I don’t believe you, only that it makes no sense, and should be solvable via programming. I guess things have moved on now though, I don’t see the guys at OCLP working on it.Correct. A kernel panic happens if an unimplemented instruction is executed. Disassemble the binaries listed in the kernel panic to see what instruction caused the panic. The set of instructions used in a binary is defined by the compiler and the compiler flags. We don't have access to the source code used by the compiler so we can't easily fix this. What a bummer. Where is the original source/discoverer of this (specifically that it is the configuration flags)?
If this works on win11 mac pro 5,1, were can I get hold of bios files to flash my cardBut will a xfx rx6800 319 qick work on a mac pro 5,1 running win11 or did i just buy a card i cant use 😬

After the GPU firmware is flashed, yes. Before doing the patching, no.
Flash with the card installed in a PC, can't be flashed with a MacPro5,1.
I've linked to the page on this thread where the firmwares are when I've first answered to you, why you are asking it again?
