An advisory re the OS 15.4 update (including developer and beta versions).

I don't know whether this "feature" was part of the Software Update pane before the 15.4 update, but having said that...

After installing the new 15.4 developer beta, the OS will set a default to download and install future OS updates AUTOMATICALLY, whether the user [currently] want this or not.

You have to go into the Software Update settings and MANUALLY DISABLE the auto-updating.

I took a screenshot of the window and it looks like this (after I de-selected everything):

looks the same on my non-beta 15.3.1 and I recall seeing this for quite some time (years?).
 
No, this is "new" behavior, and I'll explain why.

With previous OS releases and updates, the installer "respects" the user's earlier choices regarding automatic installation of updates.

In other words, I have NEVER previously chosen the automatic updating feature, AT ALL.
I prefer to install updates manually, if at all. I've maintained my Macs like this for decades.

When I installed the 15.4 developer beta earlier today, I got a notice after the update was complete that software update had now "been switched" to automatic updates (no input from me).

I checked the Software Update pane and... every one of the "switches" was now turned on to "automatic". I DID NOT do this -- the installer changed it anyway.

I had to go in and "manually disable" all updates, to get back to where I wanted it to be.

Again... this is a new "feature", and WAS NOT there before...

right, but... what's the problem? you got a notification, and went and changed the settings to suit your preference. seems simple enough...

Thanks for clarifying, I don't do betas anymore so hopefully will remember when 15.4 gets released
 
right, but... what's the problem? you got a notification, and went and changed the settings to suit your preference. seems simple enough...
for one, an OS update should never change your settings.
I often walk away from my Mac after initiating the OS update, sometimes even before I go to bed. If that notification is visible hours later, then ok, but I'm not counting on that.

where does that OS rule come from? 🤔

anyway, 1. it's a beta. 2. it's apple's OS, if they want to change something, let's be grateful when we can change it back. so i don't see the problem...

I got used to ALWAYS review all settings after an update; there's always something I do not want.
So, I made screenshots of all setting pages. A lot of work but it pays back.

Of course they're switching those back on. Apple downloads tons of data to your computer with all of those switches off anyway, like Siri "trials" even when you've always had Siri disabled. See my thread on this here:

I can understand that they want to 'see' it work after so much effort, to get any response,
but I do not see the use of switching on WIFI while I'm using UTP and
EVERYTIME since Catalina I get "Relocated Files" in my /Users/Shared directory
of which nothing can have been relocated anyway.

Seems to me we have a choice to chose a specific program like safari to upgrade instead of the OS,
as the first option posted on the menu as I can refrain from upgrading to the next Cali OS.
(which I think will be titled "Salton Sea")

this is nice new feature, since I'm using Monterey I get this:

It makes sense to default to automatically update during a beta install. Apple doesn't want bug reports from beta testers for bugs that are already fixed.

I do not understand what you mean by "that OP shows"; I got the option pane since several releases.

Perhaps I misunderstood the OP's post. I understood them to say that the issue is that the settings were altered after the install. I did not understand them to say that the settings pane is a new one.
 
The problem reported is auto-turning on of the download option.
And there is a difference in options between macOS versions:

OK I understand; coming back to the issue: additional manipulations during updating.

It's not that particular pane that has "changed".

Rather, it's the fact that the OS update unilaterally (i.e., no user input) CHANGES the settings of the pane to "automatic", even though the user had previously chosen NOT to have automatic updates.

..and can then turn it back off. whew! (and there's a notice about it in the update window) 👍

Have you ever seen this on final end-user releases?
 
Running a Dev or Public Beta, Apple has good reason to have the right and means to insure future updates. The only thing I'd like, is to first insure and ASK the user to have a current backup done before proceeding.
