An app to assign shortcuts?

Hi all,

Does anyone know if an app that would let me assign keyboard shortcuts exists out there?

Typically, I would like to assign like "F15" to map to "shift+option+F12".

Yes... And I didn't find any place where I can remap keys to other keys, only to existing functions.

how about better touch tool? its good enough for most apps.
