Settings > Privacy > Analytics. Share Analytics turns itself back on. Turn it off and leave the screen. Come back it will be on again. 10.3 Beta 1. Iphone 6s

iOS beta is set to always enable analytics for development and software improving purpose, as stated during first setup and Apple website. This is not a bug.
