Hubble doesn't have integrated boosters, so it would need to be put into the Shuttle, or some other vehicle, and boosted up.
I think that if NASA doesn't want it, they should sell it to the highest bidder. I bet someone would like a space telescope that is already up in orbit. Probably the Chicoms.
The problem really is that NASA isn't too hungry, and has gotten fat. Hungry agencies are not apt to let stuff they already have go to waste.
