Google seems to be to release its own tablet, a 7" model.

Been seeing a lot of smaller tables coming out, Samsung themselves have a 5", 7", and 8" (all rounded) besides its 10.1"

...and their is Fire, Nook, Pandigital, Lenovo, HTC, Acer, etc.

Of course a smaller tablet will be cheaper simply due to less material, and a smaller screen will use less power as well. Their are a lot of people who will always look at price over size and make.

And yes, you know what I am thinking about.

The 7 inch form factor works great. In addition to my iPad I own another 7 inch tablet and it's more portable but doesn't decrease functionality. However, I don't think a 7 or 8 inch iPad would drastically cheaper than the standard size.

Supposedly the original idea from Xerox back in the day was a 5 inch by 8 inch tablet would be the form factor of choice for humans. I'm still a heavy believer in A4 sized tablets because it replaces paper. If I was to choose which one would be better for most better, I still believe that an 8x11 size would be best.
