I've been seeing that "feature" since the early beta. I honestly thought it was a bug at first. Nice little touch if it's intentional!

It only did it for me once, maybe it is a bug?

I think this is a bug, I had this behavior in El Capital as well, randomly.

Not the worst bug ever on MacOS. I can replicate the bug on command. I don't know if having hot corners on is a factor.
