Does anyone know if the watch animated emoji are sent as an MMS to people who are not on iMessage? There is almost no information on this provided by apple or elsewhere online.

considering they are probably gifs, and gifs count under MMS messages (for anyone that isn't on an unlimited plan) they shouldn't cost the receiver any money.

Sorry I should have been more specific in my question. Will the sender be charged an MMS rate if they send an animated emoji from the watch to a non iPhone user?

Yes, quite likely you will be. Obviously I don't know the charging policy of all the phone companies, but I was definitely charged (£.033) by O2 for an animated emoji I sent to my husband, who uses Android.
