Animated wallpapers for lock screen

Like the Sony Ericsson phones, can iPhone use .gif or other images (animated, not videos) for the lock screen wallpaper???

Why would it? It's not like the locked screen is on all the time. My old Helio Ocean could play videos as its lock-screen background, didn't seem to be that bad for the battery.

can you have an actual PICTURE background in the home screen, not the SLIDE TO UNLOCK screen?
