That's such a simple animation, any of the following could have been used: After Effects, Davinci Resolve, Premiere, Hitfilm, Apple Motion, Nuke, most paid-for NLE video editors, ...
 
What kind of animation file would tha bet? Is it possible to detect what’s been uploaded to the website?

It's a movie file uploaded to YouTube. The text FX animation is simple and generic (some kind of preset effect), and the paper ripping effect is also a preset FX masking effect. There's absolutely nothing special or impressive about those.

Going by my guts either After Effects or HitFilm was used, but again: impossible to say with any certainty.

There is no "animation file" to inspect, because this clip is rendered output.
