Announce Messages with Siri - Keeps Disappearing in iOS

The option keeps disappearing in the notifications/siri menu. When I restart my iPhone, it shows up again. However after an hour or so it is no longer there and I do not get messages read to me when using my AirPods.

I've tried unpairing/ pairing my AirPods but the issues still remains.

Anyone else running into this?

I don't have this problem but my mother does. I tried to tell her how to switch it on but it wasn't there for her. Would be good to see if there's a solution for this?
