iPhone Announce messages with Siri not showing

I have an iPhone 11 paired with Powerbeats Pro. Under settings / messages I do not have the option to Announce messages with Siri. Am I missing a step?

For whatever reason Apple removed the feature in an earlier iOS 13 betas and has failed to mention whether it will ever be coming back.

My husband had this same issue on XS Max. Did all the above steps. Charged the case with airpods in them with the lid open to 100% and left it near the phone and then it finally showed.
