Annoying Lock Screen Issue iPhone 5 iOS 10

All I want to do is unlock my phone quickly, so I press the home button, at this point it is stuck, I cannot slide notifications or get to widgets. If I want to put in my passcode by pressing the home button again, it will not let me. I need to press the lock button twice, then it will let me actually do things on the lockscreen or put in my passcode. I've tried a reset.

Which particular iOS 10 version?

Have you tried resetting all settings?

So has it started to annoy you enough to restore with itunes and setup as new?
There's no other way to fix software bugs with ios.
