Sounds like you are in an area with 2g coverage, but very poor 3g.

This. I experience this whenever I am at my mother-in-law's house on my iPhone 4. I am Jailbroken on iOS 5.0.1. Turning off 3G solves the issue since I can just jump onto her WiFi.

Both of these things sound dodgy to me.

It shouldn't take 2 minutes to find the network.

It could be a problem with the SIM or with the iPhone.

Can you try the SIM in another phone (borrow one?) or a different SIM in your phone?

Try factory restoring using iTunes. If that doesn't work, then take it into an Apple Store.

In Chile, your mobile network should provide you with service.

Did you buy it from Movistar, Clear or Entel?
