Sorry i may not be helping but as an alternative, you can use Dolphin browser as it has inbuilt downloading facility and you can then use iFile to view/copy/delete etc the downloaded files.

I downloaded couple of songs using Dolphin browser and used Track Import to import them to the music.app.

This is what I use. Dolphin Browser is actually pretty dam good for a 3rd party browser. That and chrome are my favorites but I still use Safari mostly on iOS7. It's too awesome haha

Try Chrome Downloader Plus, it's supported in iOS 7 now and it's working great for me :D
