I mean really free, not fake-free, half-free, try-free, spam/adware/malware-free (ala every program on download.com).

And again, nothing that involves cloud/online/wifi, nevermind anything that gives "don't be evil (except where profit/government surveillance is involved)" google even more opportunities to spy.

Just a simple, free program that can back up and restore my android phone on my mac, over usb cable. No other bloatware frills needed or wanted.

Does it exist?

Very few free places about. Plus do you really want free? if you don't pay then threes no obligation on their part.

Dropbox may be a serious option. You can have it automatically sync folders in the mac to the web.
Or set up your own backup drive at home or in your office (VPN if out of office).
Or use time machine

Having your own could be a full RAID NAS/SAN array that's robust as you want.
