Really got my hopes up this WWDC. Is there any speculation on Intel's chips, and which ones will be put into a quad core 13 inch MBP? Are we going to have to wait till next cycle?

The next laptop I am getting is a 13 inch quad core with a thunderbolt 3 port.

I do not want to have to buy a Razer so I am stuck waiting for Apple. :(

doubtful, but that has happened in the past *cough* stuck on Haswell *cough*. If I were a betting man, I'd say this fall, september specifically.
 
Agreed, we don't know for sure. I would wager that they will release one eventually though.

Honestly, if they don't... I will stop buying Apple products. But I don't think it will come to that.

Which processors would they likely use? And if they don't use this gen processor, I guess we will have to wait another year or so? I am not 100% up to speed on the processors and how they compare to the dual core counterparts.

Really? I would understand that view in mid-late 2016 up until it's announcement a year later. I suppose some even questioned the move following the announcement, since the 28W or any GT3e parts hadn't been announced.
But following the announcement, there shouldn't really be any doubt that Apple the 13" MBP will be moving to quad-core. This has been talked about, by myself and others, since 2016 on this forum, when the first specification and roadmap leaks detailing U-series quad-core chips appeared.

It's fine to wait until Apple announced it to believe it, but in this case, you are questioning whether Apple will upgrade the processors in the 2018 MBP refresh. Here's the shocking answer:

They will.
