We are starting our own fiber network in the city, and I need an app to design and plan.
I found this only close to my requirements,

But Im not able to find its price or purchase link anywhere.

So, any other app which can do something similar ?

#notfail Read what I wrote - ask for quotes, that's their business model. Both corporations price their products for different geographic locations and for different business types. What I read on DSLReports seems to be accurate, you just don't get it. I've cleared out the contents of my previous post, realizing now I've wasted my time.

Does AutoCAD do google map plugin for accurate road paths

Not sure but what info will Google have that helps with this? Won't you need to work with the city or an existing source of dark fiber? Such an entity may already have much more accurate plans.

I'm no expert on this but subscribed out of interest.

Okay I will explain.
For example, I have 30 small areas in my whole city to cover.
So, each small area is like 300+ houses and 15+ lanes.

Now google has to show me the detailed map of the area with each lane, so that I can plan with colored markers and path for the cabling.
 
So if you want any help, quit with the "#fail" attitude, its rude and disrespectful and you will find yourself on your own.

Now, do you have any network design skills?
Are you doing this on your own or with some support from anyone? (fibre supplier, network component suppliers etc?

I know that wasn't your question but we need to have some context to make suggestions, plenty of small self-help coops have done this around the world...
