Tried KuaiDial for iOS7&8. Seemed to only send a busy signal when the number is placed in the whitelist with Whitelist only setting.

Putting the number in the blacklist and setting it to Blacklist just lets it ring. Seems backwards, doesn't it?

Also tried SMSNinja which didn't block the number. any other free alternatives which send a busy signal. Parents' iPhone 4 is getting bombarded with telemarketers.
 
None that I know of, but I can suggest my solution.

I use Ringers and Tones. It allows me to set certain contacts to have notifications completely silent (or any combination thereof).

I have one contact ("Blocked Caller") that I add any annoying number to and I apply a Silent ringtone to it. Ringer and Tones is set so that any calls from this contact are completely silent. No notifications.

Of course, the downside is that to get the number you have to let it come through once and then add it. And of course it won't work for caller ID that does not display a number. And it allows the caller to leave VM.

But I don't answer my phone on numbers not in my contact list so this works for me.

Well, that's the thing. Ringers and Tones does not do that. It merely silences any notifications by that contact.

This is why I said I was just decribing my solution.
