I'm getting ready to buy a 6s and was reading reviews on ATT site and one reviewer said they could no longer send or receive texts from anyone not using an iPhone. Can this possibly be true?

It could be carrier issues, either a provisioning problem between the network and that person's account, or a problem in general with that network. Some people have reported having persistent texting problems on T-Mobile and Sprint, and not just iPhones.
The cellular networks are also in the process of upgrading their text messaging to RCS, and that's causing some glitches and problems, too.
