Any way to configure Smart Keyboard?

I like to use the tab key to switch between text fields on forums, etc. (For example, if I tab from the topic title field in Macrumors on my Mac, it takes me to the body field).

Is there a way to configure this setting on the Smart Keyboard?
As it is now, when I tab between "fields". it doesn't work well - meaning it tabs to the next key.

Additionally, is there a way to configure the Key Repeat rate on a Smart Keyboard?
