Any way to get an iPhone without contract

Can I buy an iPhone at "full price" from Apple without a contract? If not, then how will they deal with someone who "lost" or "broke" their phone?

Reportedly, anyone breaking contract in the first 30 days gets charged the price of the phone on their credit card. I suppose it will take a billing cycle to hear from people who've done that and find out what they get charged.
