An uninitialized memory access issue existed in libjpeg's handling of JPEG markers, resulting in the disclosure of memory contents. I don't know. It looks like the new thing only effects the new system iOS9. But can't say for sure, yet.

It would be somewhat odd if a security issue is addressed in 7.1 and the same issue would be present again in 9. Certainly not impossible or anything like that, but odd nonetheless.
