Any way to upload the one Photos Library file to icloud via web?

Hi so is there anyway to upload my entire photo library file to the icloud via the browser?

Or I"d have to download by synchronising? If I can just upload the photo library file that'd be great. Thanks!

No you have to go through the synchronizing and uploading process. Cant just upload your Library file. Sorry
